Successful rehabilitation of massive soil and vegetation disturbances from fossil plants and subsequent coal ash disposal requires a comprehensive and holistic approach. Those overseing rehabilitation efforts must integrate and stage several considerations into a working relationship that entails proper planning and execution. "Soil poor" sites associated with coal ash storage and disposal offer considerable challenges particulary when topsoil sources are scarce. Such sites will require innovative thinking and implementation to overcome the absence of favorable growing conditions.
